Strategic Plan
Background
For more than two decades, Central Arizona Project (CAP) has emphasized the importance of strategic planning. The first Strategic Plan was published in May 1996, identifying key strategies and specific programs to accomplish objectives. CAP updated or created new plans in 2006, 2010, 2016 and 2022.
The Strategic Plan provides high-level guidance to the organization and defines CAP’s Mission, Vision and Values. It also defines eight Key Result Areas (KRAs) and identifies Strategic Issues for each area. This hierarchy of issues serves as the context for many other planning activities at CAP, including the biennial budget, the “Big 5” organization-wide objectives, Board reports and employee performance goals. As part of CAP’s two-year budget process, staff links the Board Strategic Plan to the biennial Business Plans to ensure that organizational goals are consistent with the strategic direction provided by the Board. Implementation of the current plan began in 2022 and will continue through the end of 2027.
Plan Update
With the end of the current plan approaching, CAP has initiated a process to update the Strategic Plan. The process began in July 2026 and will continue through the first quarter of 2027. Consistent with previous strategic planning processes, there will be opportunities for employees, Board Members and stakeholders to provide input on the Plan. Final adoption of the updated Plan is targeted for the April 1, 2027 Board Meeting.
Below is the tentative schedule for the Strategic Planning process. Please note, this schedule is subject to change. Visit the CAP Homepage for the official agendas for all public meetings.
- October 1, 2026 – presentation at regular Board Meeting
- October 13, 2026 – Board Strategic Planning Workshop #1*
- October 29, 2026 – Stakeholder Roundtable on CAP Strategic Plan
- January 20, 2027 – Board Strategic Planning Workshop #2*
- March 4, 2027 – Discussion of updated Strategic Plan at regular Board Meeting
- April 1, 2027 – Final adoption of the 2028 Strategic Plan
*Board Strategic Planning Workshops will be open to the public. They will be held off-site and will not be livestreamed or recorded.
